Rules and CC&Rs
The Saddle View Community is governed by a set of Covenants, Conditions, and Restrictions (CC&Rs) designed to protect property values and maintain a cohesive, attractive neighborhood. These guidelines outline how homes and lots may be used, standards for exterior changes, and each homeowner’s responsibilities for maintenance and care. By following the CC&Rs, residents help ensure a safe, well‑maintained, and harmonious community for everyone.

- What the CC&Rs Are: Legally binding community rules that apply to all homeowners, current and future.
- Property Use: Homes are intended for residential use only; activities that create disturbances or nuisances are restricted.
- Exterior Changes: Any visible exterior improvements, additions, or modifications typically require prior approval to maintain consistent community appearance.
- Maintenance: Homeowners are responsible for keeping their property, structures, and landscaping in good condition.
- HOA Role: The Homeowners Association manages community affairs, enforces the rules, and maintains shared standards.
- Assessments: Owners are required to pay HOA dues and any approved special assessments that fund community operations.
- Enforcement: The HOA may issue notices, fines, or take further action if the CC&Rs are not followed.
- Longevity: The CC&Rs run with the land and may be updated according to procedures outlined in the document.

Property Maintenance & Appearance
- Homes, yards, landscaping, and driveways must be kept clean, neat, and in good repair.
- Grass and weeds may not exceed 6 inches on improved lots (Firewise requirement).
- Exterior damage visible from neighboring properties must be repaired promptly.
- Repainting or restaining requires Architectural Committee approval.
Architectural & Design Review
ARC FORMS1. Prior approval is required for any exterior modification, including:
- Paint or stain changes
- Solar panels and air conditioning equipment
- Flagpoles
- Fences, walls, sheds, barns, and other outbuildings
- Drainage or grading changes

3. Improvements must blend with the home and surrounding community.
Decorations & Exterior Items
- Holiday decorations may be installed up to 30 days before a holiday and must be removed within 20 days after.
- Holiday lighting must be turned off by 11:00 p.m.
- Lawn or roof ornaments over 36 inches tall require approval.
- Outside storage must be fully screened from view.
Lighting, Windows & Utilities
- Exterior lighting must comply with City of Prescott dark-sky regulations.
- All exterior lighting requires Architectural Committee approval.
- Reflective glass, foil, or reflective window films are not permitted.
- Window coverings are limited to approved blinds, drapes, or shutters.
Noise, Conduct & Nuisances
- No activity may create a nuisance or disturb neighboring residents.
- Quiet hours are 10:00 p.m. to 7:00 a.m.
- Loud vehicles, horns, and sound devices (other than security systems) are prohibited.
- Properties must remain free of debris and unsanitary conditions.
Vehicles & Equipment
- Vehicle repairs are permitted only inside enclosed garages.
- Inoperable or unlicensed vehicles are not allowed.
- Only one vehicle with business advertising may be visible on a property.
- Machinery must be residential in nature and noise-screened.
- ATV/UTV use must comply with Arizona law and HOA safety standards.
Trash & Storage
- Trash must be stored in covered containers out of public view.
- Containers may be placed curbside no earlier than noon the day before pickup.
- Containers must be removed by midnight on pickup day.
- Trash must be bagged to prevent scattering by animals.
Wildlife & Environmental Safety
- Feeding wildlife is prohibited, including ground feeding and quail blocks.
- Hanging bird feeders are allowed if properly designed.
- Stagnant water tanks for wildlife or livestock are not permitted.
Rentals & Property Use
- Homes are limited to single-family residential use.
- Minimum lease term is six (6) months.
- Owners must ensure tenants comply with all HOA rules.
- Guest houses and servant quarters may not be rented separately.
- Business or commercial use requires Board approval.
Enforcement, Fines & Due Process
Violations may result in daily fines. See Category breakdown in the Rules & Regulations document:
- Category A: $10/day
- Category B: $25/day
- Category C: $50/day
Repeat violations within 12 months may result in doubled fines.
Homeowners receive written notice and may request a hearing before fines take effect.
The HOA may impose interest, fees, liens, or legal action if necessary.
